Group Benefits Policy and Planning Board


OGB is advised by the 16-member Group Benefits Policy and Planning Board, made up of professionals from the private and public sector, representing the state’s active and retired employees from higher education to local school boards, the insurance sector, the governor and the Louisiana Legislature.

Nancy E. DeWitt retired from the Department of Health and Hospitals with 33 years experience in human resources and training. Rikki Nicole David is the Human Resources Director for the Department of Culture, Recreation and Tourism and has over twelve years of state service. She serves as the Treasurer of the Louisiana Chapter of the International Public Management Association for Human Resources (IPMA-HR). She is nationally certified both as a Senior Professional in Human Resources (SPHR) and International Public Management Association Certified Professional (IPMA-CP). Ms. David received her bachelor’s degree in mass communications from LSU.

Korey Harvey assumed the position of Deputy Commissioner of the Office of Health for the Louisiana Department of Insurance (LDI) in January 2014, where he oversees multiple health insurance regulatory activities for LDI. Harvey is a Louisiana native and received his Bachelor of Arts and Juris Doctor degrees from Louisiana State University. Since 2012, Harvey has worked as a Health Insurance Attorney at the LDI. During that time he has worked closely on implementation of requirements of the Affordable Care Act.

Kenneth Krefft has been a social services analyst for 23 years and is employed at the Shreveport Disability Determination Service office of the Department of Social Services. This is Mr. Krefft’s second term representing DHH/DCFS and he previously served on the board as the elected LA State Board of Elementary and Secondary Education (BESE) representative in 1988 and 1989 while employed as business manager of the Winn Parish School Board. He holds B.A. and M.B.A. degrees from Tulane University.

Scott McKnight joined BancorpSouth Insurance Services in 1999 as a Benefits Consultant. During his time with the agency, he has been an integral part of the employee benefits team. McKnight assists employers in developing health care strategies to reduce their overall health care costs while maintaining quality of employee health care.

Through employee benefits technology, he is able to help employers measure and change their cost drivers to develop a healthier workforce. McKnight specializes in providing employers with an effective and efficient channel for communicating benefits to employees through technology. Although his focus is on employee benefits, he is also able to provide comprehensive property and casualty services to all of his clients.

McKnight is the graduate of the National Alliance Producers School in Dallas. He holds a bachelor’s degree in General Studies from LSU, with a concentration in business administration, finance, economics, and sociology. He also earned a Master of Business Administration degree through the Executive M.B.A. Program at LSU.

Senator Gregory W. Tarver of District 39 was appointed by the president of the Louisiana Senate to represent the Senate. Senator Tarver began his political career serving on the Caddo Parish Police Jury in 1975. Three years later he was elected to the Shreveport City Council. Senator Tarver was elected as state Senator in 1983, served through 2004 and was re-elected in 2011. Senator Tarver serves on the Finance Committee, the Judiciary B Committee, the Senate and Governmental Affairs Committee, and is the vice-chairman of the Local and Municipal Affairs Committee.
